As with most things, it's all in the way you say it. In general, I've found the only people who really worry about stuff like this are those who are uptight anyway.
I grew up in a racially mixed area. My high school was 60-40 black/white. The word nigga has been used among friends and as a term of endearment for as long as I can remember. I address my black friends that way and they're free to use whatever racial expression they choose in return (honkey, cracker, peckerwood, etc.).
My ex-wife is of Spanish decent. We're still friends today and we still refer to one another affectionately by Spic or cracker.
I think it just boils down to the type of relationships you have with people and your comfort level with race.

I guess I have either no sense of humor or too much book-learning. Since I know how the country is pronounced, I always assumed it was just some sort of city that she visited. I didn't like how big and white the map was, but that's just my photo-sensitivity kicking in. My racial sensitivity is high (I was engaged to a woman of color), but I never ONCE thought is was supposed to be a joke. Just a bad map.

In all seriousness, people I talk to and hang around use the word nigga all the time...doesn't matter what ethnicity they are, they say that word....
Really, unless you use it in a derrogatory way, then it will be offensive...that's how i see it...I personally never use the word, but i don't let it get to me...

what i'll never understand is how come many people of color call each other with the N word and as soon as a white says it, they crucify him/her ? is it a bad word in that environment too ?
